Oliver has an anxiety disorder, and is introverted, so he comes off as cold and aloof sometimes, but mostly he’s just afraid of making the first move to initiate a conversation, or just disinterested because he’s caught up in his own world. He died of a drug overdose, so he’s even more wary of trying new things because of that, but with some coaxing and gentleness, he usually gives in. People who blame him for his anxiety issues or try to bully him into doing something that his anxiety makes difficult for him would definitely not be his friends. He can be seen by citizens, but a lot of the time it depends on his mood. So sometimes he might appear out of nowhere, or disappear into thin air! He prefers to talk to people online than in person, because he can still enjoy his own head more than having to deal with the outside world, but he also wanders around the city looking for interesting things.
I’m up for anything for Oliver! Anyone going after his little dead heart will have to remember that he is dead, so physical anythings are going to be a bit of a problem! But he can interact with the physical world on a regular basis. He’s also biromantic (used to be bisexual, but the whole dying thing kind of eliminated that part of his sexuality ohoho), so just about everyone can try to sweep him off his ectoplasmic feet!

Larkin Elizabeth Holiday (best friends and eventually maybe love interests?) - Larkin's a few years younger than Oliver but he's definitely the type of person Larkin would be friends with. She would also find him pretty sweet and adorable. I am thinking they could become really great friends and eventually maybe each other's love interest? It would be weird for Larkin but she is pretty laid back and could probably get used to it. She prefers to date anyone as long as they are like her, ghost, kinetic, etc. Let me know what you think!
